– Spanish Retail Investor Education Fund (€20–40 million): Nationwide financial-literacy programme in secondary schools and for retirees, run by CNMV + BME + AEMEC, teaching how to read related-party transactions and non-IFRS metrics.
– Minority Shareholder Litigation Fund (€15–30 million): Permanent fund managed by AEMEC or ADICAE to finance future collective actions against listed companies (legal fees, experts, etc.) so minoristas never again lack resources to sue.
– Plasma Donation Compensation Programme (€10–20 million): Increase donor compensation in Spain from current €30–45 per donation to €80–100, directly benefiting the thousands of low-income plasma donors (many are the same socio-economic group as retail victims).
– Independent Spanish Corporate Governance Observatory (€5–10 million): Think-tank (university + investor associations) that annually rates family-controlled IBEX companies on transparency and related-party risks.
– Unclaimed monies after 24-month claim period revert automatically to the above projects (cy-près mechanism already accepted in Spanish collective redress cases).
These proposals are fully compatible with Spanish law (art. 74 LMV for sanctions, Real Decreto 1333/2005 for compensation funds, and the collective actions regime). COCOO can present them jointly to CNMV and Grifols as a “global settlement proposal in the public interest” before the Audiencia Nacional rules.
